Despite the fact the West Bank and Gaza are not ruled by the Israeli government, that doesn't mean they aren't occupied by Israeli forces. This is a fact recognized by the international community. The apartheid doesn't exist in the Israeli state, it exists in the Palestinian state, enforced by the IDF.
