The government does things every day. Are you saying any time something makes the news, it's to divert our attention from government?

Not every time. For any given instance of a thing happening at the same time they are trying to pass bad legislation, I wouldn't be surprised.

It makes more sense to me that they just wait for a good distraction before doing anything that might bother people. False flag theory is a step further, and there are a few really good cases made for those events as well.

Nothing is "always" though, people are just opertunistic.

Every time there is controversial or blatantly unconstitutional legislation on the books, something like this happens. It's called slant news, which diverts attention from the real issues at hand.
