Ladies and gentlemen of the jury,

I submit for your consideration the following excerpt from the State Department's policy manual:

2 FAM 962 b)

"No Department employee may engage in solicitation or other fundraising activities for U.S. Government use, or for the use of an outside organization without prior authorization, in writing, from the Under Secretary for Management."

The obvious question that presents itself here is just who is the "Under Secretary for Management" at the State Department that so blithely approved the most egregious quid-pro-quo deals seen in our lifetimes?

Turns out it's none other than Patrick Kennedy (no relation), the same man at the State Dept. who has been working tirelessly behind the curtain to shield Hillary from investigations on both her emails and Benghazi.

Thus far, no connection between this man and and his Clinton Foundation approvals has been reported.
