No. it's a thing, and it does happen. Sometimes you can even refresh the page and it will still (not) show the shadow-banned post.

Yeah.

It's most apparent when the post is relatively new, says it has 1 or 2 comments, but when you go to read comments nothing shows up.

I imagine it remains as a deficit, (e.g. with 2 shadow banned comments on a post that reports 50 comments total, should show 48 comments if you actually counted them), but I haven't actually done this to validate, as it is tedious.
