I know it would violate Reddits ToS, but if people are shilling anyways...
I see instances of vote manipulation on a few subs (valid topics down voted, valid comments at the very bottom), has anyone ever tried to balance this out by reverse vote manipulation? Honestly just asking out of curiosity.

No problem, and I wasn't saying you do, but it's the same, which is what I think OP meant. Trolls come here looking to rile people up, there are people who rile up the one's trying to rile up. Not saying I condone, but they are necessary, imo. It's like inception.

Exactly, balance the unbalanced. But then all sorts of philosophical arguments come up. Who watches the watchmen? What if it's not actually unbalanced and it's just perception? Who would anyone be to vigilantly police? But at the end of the day I see more valid comments at the bottom and bullshit at the top, but then again, maybe that's just ego.

I don't assume that nefarious forces are at work though.
