Why should it move? The level apps measure the level point by using the accelerometer in the phone. If no acceleration (not already present like the earth's rotation) is used on the phone the level point will not move.
The phone measures the gravity acting on the accelerometer and since gravity pulls down to center of the globe the effect remains the same even if the earth rotates in the meantime.

The elevation doesn't matter for the accelerometer in phones. As long as x-axis=0, y-axis=0 and z-axis < 0 the phone is level. Slight variations in gravitational pull will not alter this setup.

But that is how the apps in the phones work. The app is preprogrammed with a set of accelerometer setups that are present in certain gravity situations.
Accelerometers in phones work by using little suspended springs and by measuring the compression of those springs when the phone is moved.
If the phones lies flat the springs are compressed only by gravity and this is used to measure the level.

My point stands. Accelerometers do not take gravity into account but just to play devil advocate, let's say it did. You would have a MEASURABLE difference on different parts of the ball. The fact that levels work exactly the same anywhere you go is proof gravity is non existent.

Gravity is one force. There are other forces (including electromagnetic forces). Magnets do not "reverse" the effects of gravity, just like you do not "reverse" the effects of gravity when you lift something up.

I'm not aware of any material or substance that seem to ignore gravity. If you are thinking of helium ballons, they are completely subject to gravity, as you can see when you put it in a vacuum. When an helium balloon is in the atmosphere, it's another force (the force created by the gradient of pressure) that is stronger than gravity which makes it seem that the helium balloon ignores gravity

Buoyancy is a force created by a gradient of pressure in a medium. A ball of air is pulled towards the center of the Earth due to gravity, but is also pushed by the gradient of pressure in water. As this gradient of pressure is in the opposite direction as gravity, the buoyancy force opposes the force of gravity.
As a ball of air is very light, the force of gravity is pretty small. However the ball of air has a large volume, so the buoyancy force is quite strong. Hence, in this case, buoyancy is stronger than gravity and hence the ball is going towards the surface.
No, it's not. Here are two example where "up is up" and "down is down" are no longer relevant when talking about buoyancy.
If you put a ball of air inside water in 0G (like in a parabolic flight), then the ball of air will stay still with respect to the water. That's because in 0g, the gradient of pressure disappears, and if there is no gradient the buoyancy force also disappears.
If you create a different gradient of pressure than the one created by gravity, then buoyancy will not push/pull vertically. For example, if you put an helium balloon in an accelerating car, then there will be an horizontal gradient of pressure (in addition to the vertical gradient created by gravity), and hence the helium balloon will be pushed horizontally by this new component of buoyancy.
